Accreditation

For the purposes of this program, the recognized accrediting authority is the North Central Association for all colleges and universities. Accreditation for public and private elementary, middle, and high schools is the Indiana Department of Education.

Application

An application for the College Bound Scholarship will be available from the student’s high school, the Hammond Human Relations Office, located in Hammond City Hall at 5925 Calumet Avenue, and in a downloadable format on this website.

Financial Aid

A student who wishes to be considered for a College Bound scholarship must apply for financial aid. Assistance may come from a variety of federal and state run programs, including:

Commonly known as FAFSA (Free Application for Federal Student Aid), the application can be obtained from the student’s high school counselor, the university or college that a student is applying to or filed online at www.fafsa.ed.gov. For the 2006-07 school year, a FAFSA must be filed by no later than March 10, 2006. In the event that a student is a recipient of the Twenty-first Century Scholars Program which combined with financial aid provides for the full cost of tuition, College Bound will sere as an honorary scholarship (awarded without financial benefit).

Exception for Military Families

The commitment and sacrifices made by those serving in the military deserves special consideration. Should a family become displaced due to military assignment or relocation (voluntary or involuntary) and return to Hammond prior to the student’s high school graduation, the period of absence shall be bridged without penalty.

Return Home to Hammond Program

The College Bound program recognizes the need to accommodate those students who have moved out of the City and wish to return. The program encourages those students to return to Hammond under two options:
Students who can demonstrate residency (see Basic Eligibility) but do not currently attend an accredited public or private Hammond-based school, may be fully eligible for the College Bound scholarship if they transfer prior to graduation from high school to an accredited Hammond school prior to August 31, 2007.
A student who had previously attended an eligible Hammond school during grades 6-12 but moved out of the City, and has not completed his/her high school education may still be eligible for the scholarship award. A student whose transfer from Hammond schools is two years in length or less will be granted full credit for those years of absence. The balance of the award is subject to the eligibility schedule.
To regain eligibility, the student and parents must move back to Hammond (and establish home ownership as defined under the Basic Eligibility requirements) and re-enroll in an eligible Hammond School by August 31, 2007.

New Homeownership Plan

To encourage home ownership, a student whose family lives in Hammond but rents rather than owns their residence may become eligible for a College Bound Scholarship under the following provisions:
The parent(s) purchases a home prior to August 31, 2007.
The student is currently enrolled in an eligible Hammond school and has not yet graduated from an eligible Hammond high school.
A student who meets these criteria may be awarded a College Bound Scholarship subject to the program’s other eligibility requirements.
